The Two Shot Method is the book I am writing about that problem.

Why do smart people keep missing the things they say matter most?

Why can someone be smart, motivated and completely sincere about what they want, then build a week that barely touches it? The book starts there.

It begins with the gap between intention and behavior, and what happens when you train the ability to close a small piece of that gap every day. Two shots. Two finished commitments. Then another day.
